Under immediate supervision, performs manual work of a physical nature in the performance of various work operations and is assigned to all bureaus and sections within the Department of Streets and Sanitation, including the Bureau of Rodent Control, Sanitation, and Street Operations; and performs related duties as required.

Class is a multi–rate title; the rate of pay to individual positions is dependent on specific duties assigned and performed.

ESSENTIAL DUTIES

  • Manually hang temporary NO PARKING signs for the Street Sweeping Program
  • Load refuse carts by pushing/ wheeling carts to the back of the refuse truck, positioning carts, and operating the hydraulic lever to lift, dump, and compact the refuse into the truck’s hopper.
  • Remove debris and bulk items to clean vacant lots, viaducts, and homes under court-ordered cleaning, shoveling, sweeping, and picking up garbage and loading onto trucks for removal.
  • Bait rat burrows with rodenticides, carrying buckets of rodenticide pellets and placing them directly into the burrow, closing off the burrow entrance, and re-baiting as needed.
  • Clean and clear vacant lots and viaducts of debris, using shovels, picks, rakes, and brooms to pick up and bag garbage and debris and load them onto dump trucks.
  • Mounts quick hitch plows to refuse trucks, shovels sand to fill sandbags and manually spreads sand; breaks up salt to ensure proper spreading; loads, unloads, and sets up barricades.

Qualifications

MINIMUM QUALIFICATIONS

One year of physical or manual laborer-related experience that requires strength for heavy lifting, loading, unloading, bending, and dumping refuse and various other materials.

Licensure, Certification, or Other Qualifications

A General Laborer in the Department of Streets & Sanitation requires a valid State of Illinois driver’s license.

Must be able to Lift and Carry 75 – 100 lbs. to waist level. 

NOTE:  You must provide your valid U.S. driver’s license at the time of processing.

Physical Requirement

  • Heavy lifting, carrying, pushing, and pulling (up to 75 – 100 lbs.)is required.

  • Supervise an assigned crew filling potholes and repairing street surfaces using high performance/cold patch asphalt during the winter months.
  • Supervises grinding and other crews operating asphalt equipment, including Hoisting Engineers operating grinders, pavers and rollers.
  • Receive and prioritize daily work assignments and makes crew work assignments.
  • Observe work in progress and provide guidance and direction on work procedures and techniques to asphalt laborers.
  • Ensure the timely delivery of hot asphalt from contracted plant to work sites.
  • Monitor supply of asphalt and requisitions additional supplies needed to complete the job.
  • Complete work activity sheets to report jobs completed, providing information on material used, location of work site, heavy equipment used and crew work assignments.
  • Informs General Foreman of performance or operational problems at work site.
  • Ensures safe work procedures and safe work practices are followed at work sites.
  • Ensure barricades and other safety equipment are set up and in place while work is in progress.
  • Prepares accident and injury reports.
  • Attends pre-disciplinary hearings for work crew members.
  • May drive a city vehicle to work sites.

Retro Pay Update!

We received confirmation from the City that they have completed its calculations for the retro pay. Please note that one man truck pay will be issued on a separate check at a later date.
Members should receive direct deposit of the retro pay on January 29. If they are paid by paper check, they should receive that by February 1.
A pay date change will also be implemented for members who would have received their regular paycheck on February 1 will not receive a paycheck that date, they will receive a paycheck on February 7, and thereafter they will be on the 7th and 22d pay schedule.

COVID Sick Leave Pay Ends

Effective January 1, 2024 the City of Chicago Sick Leave Policy Addendum will end. This is ONLY the Sick Leave Policy Addendum. The COVID-19 Vaccination Policy will remain in effect and unchanged.

In short what this means is that employees will no longer be paid if they contract COVID and will have to use their own benefit time to cover any absence due to COVID.

This is just the latest gamesmanship the City has played to try and weaken the position of the Union to our members. We have been fighting the implementation of the COVID policy since it’s inception and have two decisions from the ILRB confirming that the City was wrong and it must rescind the policy, yet they continue to appeal these decisions. We will remain diligent and continue to battle them in the courts until a fair and just decision is achieved for our members. But for now keep in mind that you will no longer be paid for a COVID a related absence, the same as any other illness, such as the flu, etc., and you must use your own benefit time to cover those absences.

Committee approves labor contracts for thousands of city workers

The deal’s prevailing wage portion covers 7,000 members of 30 trade unions employed by 16 city departments. Those workers also will now accrue half a day of sick leave per month and be eligible for 12 weeks of paid parental leave.

“The private sector and government compete for labor. If the private sector is offering more in salary, we’ve got to be competitive in order to have a great workforce.”

Cicely Porter Adams, chief labor negotiator for the city’s Law Department, did not reveal the cost of the entire five-year deal or how the city intends to pay for it, saying only: “We believe that each of these agreements represents the best deal possible for the city of Chicago, the employees represented and the city as an employer.”

Rodriguez, however, did peg this year’s cost of the contract at $30 million.

The prevailing wage portion of the agreement covers 7,000 members of 30 different trade unions employed by 16 city departments. For the first time, they will be able to accrue a half-day of sick leave every month. They will also be eligible for 12 weeks of paid parental leave.

“Unlike the rest of the city, where employees receive vacation days and sick days, this bargaining unit only receives vacation days. They have to use vacation for sick days. Coming out of pandemic, this was top of mind during negotiations,” Adams said.

The “prevailing wage,” set by the U.S. Department of Labor, is based on the hourly wage, usual benefits and overtime paid in the largest city in each county to the majority of workers, laborers and mechanics. Prevailing wages are established for each trade and occupation employed in the performance of public work.

In Chicago, the prevailing wage dates to former Mayor Richard J. Daley. In exchange for handshake agreements, the elder Daley paid city trades the same hourly rate as their private sector counterparts — though city trades work year-round, while private sector work is seasonal with fewer fringe benefits.

Under separate, five-year agreements, 40 members of the Illinois Nurses Association employed by the city’s Department of Public Health and the Office of Public Safety Administration and 30 members of the Illinois Council of Police who work for the Department of Aviation will receive 3% retroactive pay raises, also effective July 1, 2022.

What’s it like to be a Chicago garbage collector?

The job is full of heavy lifting, tight turns and stinky smells. But the members of this all-women garbage crew say their bond keeps them going.

Curious City listener Diane Judge thinks a lot about what she throws away. The longtime Ravenswood resident composts what she can, recycles what she can and consigns to the garbage bin only what she has to.

Because of that, she makes a trip to her alley to toss her garbage in the city-issued bin less often than most. But when she does, she sometimes runs into a Chicago Streets and Sanitation collection crew making their rounds.

That got her curious about the people who pick up her trash. Specifically, a few years ago, Diane got to know an all-women sanitation team whose route took them through her alley. She wrote to Curious City to find out more about what it’s like to be on an all-women garbage collection crew in Chicago.

So we met up with one such crew in Garfield Ridge to find out what a day in the life is like.

In Chicago, garbage from different types of residential buildings is collected in different ways.

Trash from “low density units” — that’s single-family homes and apartment buildings with four or fewer units — is collected by the city. People who live in larger buildings have to hire private trash haulers.

The city collects garbage from about 600,000 households — over half of the total households in the city. Mimi Simon, the director of public affairs for the Department of Streets and Sanitation, said garbage haulers for the city pick up about 800,000 tons of trash each year.

Joan Mitchell, Maretha Boyd and Jasilyn Williams are one of the only all-women sanitation teams currently working for the Chicago Department of Streets and Sanitation.

For the last three years, they’ve worked the same route together in the Garfield Ridge neighborhood.

Their weekday mornings start around 4:30 AM, when they get dressed and “prepare for the smell,” Boyd said.

“I have incense on the truck to help with the smell and the bugs,” Williams explained. “And you chew gum,” Mitchell added with a laugh. “And you keep going.”

The three didn’t choose to work together, but rather were assigned randomly by the city. “We just was lucky,” Mitchell said. “And it was a bond.”

Like most Chicago alleys, the ones on their route have around 25 homes each, and they cover between seven and 15 alleys a day.

Boyd, who drives the truck, used to be a Chicago bus driver. “Buses just go straight,” she said, but the garbage truck is different. “We have to do a whole lot of turns and backing up … I still get nervous.”Keeping the other two calm on the job is Mitchell, who Boyd and Williams describe as the “mother” of the group. She’s the one who reminds them to stay hydrated and take bathroom breaks, and who coaches them through lifting heavy items into the truck.

Technically, if you’re a Chicago resident and the city collects your garbage, just about anything is fair game to be disposed of. Some of the most difficult things the crew has had to lift? Williams listed a few as she remembered them: “A couch… hot water tanks… basement sinks… hot tubs.”While you’re supposed to call 311 to give notice about these larger items, people often don’t, so the three are sometimes surprised by the things they come across.

Boyd, Mitchell and Williams said the hardest things to get used to, when they first started the job, were the heat and the animals — including rodents and their marsupial friends.

“A live possum was in the can!” Mitchell recalled. “We dumped it. And I was like, ‘Oh, no, no! It’s a possum. So we had to let it run out [of the truck].”

It takes about three hours to fill up a Streets and Sanitation garbage truck, which can hold between 16,000 and 25,000 pounds of trash. Once the truck is full, they take the garbage to a transfer station where it’s sorted before being sent on to a landfill.

The three agree that being a garbage collector is actually a pretty fun job. They have a real sense of camaraderie between their crew, and they love many of the neighbors they’ve gotten to know over the years.

Their one complaint is that they wish people were a bit more mindful when taking out their trash.

“[Some] people don’t use garbage bags, so that’s nasty,” Williams explained. “They treat garbage like garbage. … They don’t treat garbage how it should be treated.”

“And we’re here to clean it up,” Mitchell added. “That’s what we do.”

So tie your garbage bags tight, keep it contained and don’t take it for granted that after you toss your trash in the bin, there’s someone who has to pick it up.

THE LABORER –
I, like so many before me, am a part of the skilled labor force of this great country of ours. In fact, going back to almost the turn of the last century, my relatives have been a part of the working men and women who helped build our infrastructure.
In my youth I never realized the tradition that I had embraced by choosing this road. I often wonder, like so many of us, should I have taken another path? Should I have gone on to become a lawyer or a doctor, like most parents wish for their children. Children who have seen the struggle and hardship that so many ordinary working families do.
I am proud to have been given the opportunity to walk in my ancestor’s footsteps. But I am the last of a breed, the end of the line. My other family members and siblings have chosen another road, the road of white collars and wingtip shoes. And for them, now maybe for the very first time, I feel a sense of sorrow in my heart, because I have something that they will never experience. The sweat, the pain, the cold hands and the aching feet, the thought of the workday being just a little while longer, and then the relief and immense pride felt when the job is done. A feeling that only those of us who have actually been there can feel. The sense of accomplishment that not even the CEO of the biggest corporation can ever experience.
In the early days being a worker on the railroads, the tunnels or the bridges was a way for our immigrant ancestors to attain a better life for themselves and their families. Their sense of hard work was only surpassed by their great sense of pride in what they had built. Many of our ancestors never made it out of those trenches or off those bridges or tracks, and for them I feel a deep sense of grief. Knowing now how hard they worked to build this country and to build a life for their families is somehow lost in the new age of technology.
It’s not brain surgery or biochemistry but what we do every day with our hands and our backs is something that only we can truly understand.
I must admit that for many years I was frustrated and bitter for making the choice that I made. Wanting what so many around me had gotten because of their interest in being the one who chooses the color, not paints the house.
I really didn’t understand how lucky I was!
To see a road built is fine but knowing that I helped build it is something that doesn’t fade quickly. The architect who draws the building is featured in magazines but the men and women who actually build it are never asked, never told, never seen, as the true artist. That building is much more theirs, than the man who put the drawings on paper.
Yes, most times it is an unrecognized effort by those who are looking for nothing more than an honest living and a means to support their families.
Yet can it be any different? Probably not, but I don’t think that really matters to many of us. You see, we know we were there, we know how much sweat and pain it took and we know when we look up that those who went before us are looking on and cheering, “Good Job!”
I am sure they can see the fruits of my labor and theirs, and I often wonder if the feelings I have in my heart are those of all who came before me. Feelings swelled like a great big ball, the fiery emotions of friendships and toil, laughter and hardship, combined with spirited globs of heartaches, smiles, tears and cheers. One can only take faith that this has been their gift to me.
I sometimes wonder if our fathers, grandfathers, brothers and sisters are up there looking on and smiling about how far we have come and how much we have accomplished.
But most of all, I wonder if they are proud of me. Proud of the work I have done, of what I have built and what I have yet to build. Proud to see that the road they chose to travel has once again been traveled by one of their own.
The thought of their pride is what drives me even harder every day.
To all of those who came before me I say “Thank you”. And to all of you I say, “I am Proud to be a Laborer”.

Contract on Track for Approval

The City and Local 399 have come to a tentative agreement on their contract. This tentative agreement is set to be ratified by Local 399 next week. All other COUPE contracts are already ready for approval. Assuming 399 ratifies its agreement next week, and we expect it will, all of the COUPE contracts, including ours, will be on track for approval at the next City Council meeting, which occurs on September 13. We will update you with more information as it becomes available. This is great news that lets us finally see the light at the end of the tunnel.
