Under general supervision, assigns, monitors, and reviews timekeeping and payroll procedures and practices of a large City department, and performs related duties as required.

ESSENTIAL DUTIES: Performs timekeeping and payroll functions, maintaining and updating automated and manual

timekeeping records and processing payrolls. Monitors employee CATA (Chicago Automated Time and Attendance) records by checking entries of employees’ time worked against time in and time out swipes and edit forms to ensure

complete and accurate time records. Reviews edits on the CATA system made by field editors to ensure proper coding and updating of records for hours not worked, vacation time used, acting up pay adjustments and missed swipes. Updates CATA records to reflect time off actions including furloughs, suspensions and sick time, and overtime hours worked based on edit forms and time off requests submitted by field editors. Provides training and guidance to field editors on navigating the CATA system and the proper editing and coding of time records in compliance with City and union bargaining unit pay

requirements. Reviews payroll registers for accuracy against CATA records and ensures that payroll actions including pay rate changes and deductions are properly recorded. Applies established procedures and makes appropriate calculations to adjust payrolls and resolves errors and discrepancies in employees’ paychecks. Responds to payroll inquiries from employees regarding hours paid, deductions, vacation and time off balances. Reviews time and payroll records and makes payroll adjustments to resolve errors and discrepancies. Provides orientation to new employees on use of CATA system and department’s time and attendance rules. Explains and interprets union contract provisions relating to pay and overtime rates and city policies on time off including docks, suspensions and furloughs. Generates various reports using the CATA system. Advises supervisors of noted irregularities, patterns of missed swipes or suspected misuse of the CATA system by employees. Performs other related duties as required.

Qualifications

MINIMUM QUALIFICATIONS: Two (2) years of timekeeping and/or payroll preparation experience, OR Three (3) years of work experience as an account clerk, bookkeeper, or personnel/human resources clerk, OR Graduation from an accredited college or university with an Associate’s degree or higher in Human Resources, Business Administration, or a directly related field.

Under general supervision, performs complex traffic surveys and field inspections of construction activity affecting the public way and assists in supervising lower-level staff, and performs related duties as required

  • Conducts larger, more complex field inspections of construction, demolition, and excavation sites to ensure the placement  of proper barricades and signs for the safety of vehicle and pedestrian traffic
  • Assists lower-level staff to help them become more productive, efficient, and knowledgeable, including by helping them conduct research in electronic databases, issue valid citations, understand complex inspection problems, develop a daily inspection schedule, and setting an example of professional conduct
  • Assists in developing and implementing training programs for new staff
  • Inspects construction staging areas to ensure compliance with relevant regulations (e.g., checking permits, confirming compliance of safety buffer zones with City ordinances)
  • Inspects work sites to ensure the public way is safe and clear of obstructions and issues tickets for violations observed

Under supervision, inspects safety and accident prevention practices in the workplace, and performs related duties as required.

ESSENTIAL DUTIES

Assigns, supervises, and reviews the work of Safety Specialists engaged in the inspection of airport construction projects to ensure adherence to established safety requirements. Serves as liaison between local and federal governmental agencies (e.g., IDOL, OSHA, FAA) and integrates safety practices into daily work activities of City employees, private contractors, and airport tenants (e.g., airline staff, concessionaires, ground transportation companies). Supervises and participates in the assessment of safety hazards at airport facilities and documents findings to mitigate identified risks for employees, contractors, and airport tenants. Develops and recommends new and modified safety policies and establish work practices to address daily operations within the airports for CDA employees. Conducts advanced investigations occurring at the airport to assist insurance carriers in pending litigation cases and to communicate findings to legal counsel. Conducts and facilitates training for subordinate staff and communicates new or modified safety guidelines and requirements to the department. Advises and participates in safety committees responsible for the implementation of safety work procedures for department activities, terminal operations, and construction projects. Research and makes recommendations for the purchase of airport safety resources including materials, equipment, and professional services. Oversees and participates in the updating and licensing requirements of related equipment used throughout the airport (e.g., scanning and X-ray machines). Prepares reports summarizing goals and objectives of comprehensive safety plans. Participates in the department’s Safety Management System (SMS) team and coordinates safety procedures related to emergency management and preparedness drills and exercises. Under supervision, performs at the fully functional level, conducting traffic surveys and field inspections of construction activity in the public way, and performs related duties as required.

ESSENTIAL DUTIES

  • Conducts field inspections of construction, demolition, and excavation sites to ensure compliance with relevant laws, rules, regulations, permit and dig ticket terms, policies, and installation plans (collectively known as “criteria”). Inspections shall be conducted using electronic devices.
  • Surveys public right of way to identify impacts to traffic flow including obstructions on sidewalks, bike lanes, and traffic lanes. When necessary, advise entity that caused the obstruction on how to comply with approved traffic control plan and maximize safety for right of way users.
  • Perform utility damage investigation per 811 Chicago policies.
  • Consult with entities to bring site into compliance, issue citations for noncompliance when necessary. Reinspect sites to ensure compliance.
  • Organize and prioritize daily inspections agenda based on directives from CDOT management, elected officials, “311” service requests, permit milestones, One Call concerns, sign work orders, and other sources.
  • Respond to inspection requests with sufficient data including description of the issue, a proposed solution, and pictures.
  • Research construction and obstruction activity using electronic databases, and by interpreting and applying criteria. Close out and reassign open inspections; create new work orders when required.
  • Conduct inspections in an effective and efficient manner.
  • Maintain field notes, inspection logs, and mileage sheets; comply with accountability measures including device tracking

Under general supervision, coordinates and oversees laborer work activities on an assigned shift, supervising staff in performing grounds maintenance and general labor work at the Chicago Department of Aviation’s (CDA) O’Hare International and Midway International Airports to ensure the proper maintenance and upkeep of airport facilities; and performs related duties as required.

Monitors work crews assigned to clean and pick up debris from exterior areas including sidewalks, grass areas, fence lines parking lots and roadways. Supervises and monitors staff engaged in snow and ice removal from sidewalks, curbs and exterior of terminals and facilities and the spreading of salt to ensure the safety of passengers, visitors and staff. Directs ground maintenance activities including grass cutting, weed trimming, weed spraying and tree and shrub rimming/cutting activities around terminals and airport areas. Assigns work crews to clean up areas of vehicle accidents or other types of accidents/emergencies; coordinates with airfield operations personnel to obtain clearance for Laborers to access airfield to remove debris and objects as required. Assigns staff to loads and unload supply trucks with supplies, equipment and materials for delivery to various facilities and storerooms throughout the airport. Oversees staff performing laborer duties inside terminal areas including disposing of bulk items,

cleaning areas of refuse and debris, moving furniture and office equipment, and setting up and removing platforms, tables, chairs and decorations for special events/holidays. Implements safety work procedures and practices to minimize employee accidents and to promote a safe work environment; prepares accident and injury reports. Approves time off requests; conducts performance evaluations; and initiates and enforces disciplinary actions; informs General Foreman of performance or operational problems. Prepares productivity reports and related work reports. Performs other related duties as required.

City is trying to pull a fast one!

Dear Members and Chicago Residents,
Late Thursday afternoon I received an email from the City of Chicago, specifically Labor Relations, saying they were going to raise the lifting requirement for our entry level General Laborer titles in both Streets and Sanitation and Aviation. This was a total surprise to me and frankly is very suspicious since the posting for those positions was supposed to be coming out any day now. The current lifting requirement to be hired, 75 lbs. has been in place since the inception of the General Laborer position in 2012. This requirement is not simply lifting that weight but to successfully pass the physical one must lift the weight, walk approximately 25 feet or so, put the weight down, lift it again, walk back the 25 feet and place it back down. Not at all easy with 75 lbs. and to be honest in a Laborers career in either of these Departments it is rare if ever you may be required to lift and carry anything close to the current 75 lbs.. Yet the City of Chicago NOW wants to increase the weight limit to 100 lbs., so let me tell you why.
In 2024 in conjunction with our Union, LiUNA Local 1001, and the City of Chicago, we began a program for graduating CPS High School Seniors to give them the opportunity to not only get a summer job but the give them the right to bid on full time Union Laborer jobs with the City of Chicago. Jobs that we have seen change lives of not only the High School Seniors but their families as well. WE, Local 1001 went to the City with this idea back in July of 2023, well before the actual implementation of the program, in the hopes of repeating the success of a program the Union and the City partnered on back in 1996 before the Democratic National Convention.
This year’s response from the CPS Seniors was overwhelming, there were only 100 spots to fill and there were hundreds of applicants. The students had heard from last year’s participants how over 50 of them had progressed from being summer program employees into a full time good paying Union job, with health care, pension, paid vacation, paid holidays and all of the other Union job benefits. In fact, the media covered Mayor Johnson’s appearance in June of 2024, at the Laborers Training Center where the students receive two weeks of training, to brag about his commitment to work with the Union to create good paying Union jobs for minority young men and women. And this year it was the same narrative throughout the entire recruitment process which began in March. The students were told they would be given the same opportunity to bid and receive City jobs as Union General Laborers.
The problem is, there are few if any jobs as General Laborers jobs that will be available.
So now let’s go back to the reason for changing the lifting requirement for the General Laborer position. Since these Laborer Trainees, CPS Students, are Union Bargaining Unit members they have bidders rights, which gives them preference to be hired into our Union’s positions.
So how does the Mayor and the City of Chicago STOP these young men and women from getting what few if any positions become available in the next several weeks and save face when it comes to not hiring them into jobs they were told over and over again, they would have a chance to move into?
EASY, raise the lifting requirement so high that few if any can pass. Remember these are barely 18 yr. olds. Some may barely weigh 100 lbs. let alone be able to lift and carry that much. And again, let me stress this, they will never have to lift and carry that much weight if they work in a Laborer’s position for the next 30 years.
I currently proudly represent close to 1,900 members who work for the City of Chicago, a vast majority who are hard working black and brown residents of the City of Chicago, of which over 400 are females. Raising that lifting requirement will directly affect them and all future hires whether they are Laborer Trainees or not. Asking someone to perform a task that they will never do to receive a job is just a run around by this Administration to prevent hiring the same people that they preach every day they are trying to help.
I am proud of all of our members who are out there every day in the heat, rain, cold, and snow, keeping our City the showpiece it is, but to make a change such as this to HIDE the real truth is insulting to the Laborer Trainees, their families and frankly every member of LiUNA Laborers’ Local 1001.
So far no one from any City Department has responded to my inquiry about this, including the Mayor’s Office, Human Resources and the Inspector General.
Mayor Johnson, here is my message to you, it’s very simple, DO THE RIGHT THING!

He and his mother—an experienced plumber with the City of Chicago Water Department—have built barbecue grills, Hibachi setups, and even a motorcycle from the box—wrench in hand and purpose in the other.

The recent King College Prep graduate is set to create his own future, having earned a spot in the highly competitive General Laborer Trainee Program with the Chicago Department of Streets and Sanitation. It’s a meaningful first step for Shelby, a Chicago Public Schools success story whose academy journey is marked by resilience,  mentorship and a love for using his hands.

“My mentors,” he said when asked what motivated him to apply for the city’s labor training program.

A South Side Upbringing and Pandemic-Era Challenges

Shelby grew up in the Lake Park neighborhood, near Kenwood Academy and King College Prep. His path to King wasn’t linear. He started at Hyde Park Academy High School after a rough eighth-grade year marked by the COVID-19 pandemic.

“It was a big change,” Shelby recalled. “Not going to school, seeing my classmates, not having that school fulfillment,” he said.

His mother kept working through the pandemic—her plumbing work deemed essential. Shelby had to figure things out and stay on task while virtual learning.

But after that, he was able to transfer to King. And once he got there, he knew what he wanted to do.

The Spark: Chicago Builds and Skilled Mentors

Shelby enrolled in Chicago Builds, a pre-apprenticeship program offering practical education in HVAC, welding, carpentry, and electrical trades.

“They help us with communication, building our resume, and being out there — hands-on and in the classwork,” said Shelby.

Two mentors provided him with instruction and structure to help shape his ambitions.

“They helped me every step of the way,” he said, “making sure I’m on track.”

Built Different: A Lifelong Talent for Hands-On Work

Some kids have a talent for a sport. Others have a knack for solving complex math equations that look like another language. For Shelby, it was his hands and a mind that was fascinated with assembling things. He took apart toys and put them back together. He learned how to use tools, turn bolts, and tinker with his mom’s guidance.

“So we’ll unbox stuff, build them and just have fun together,” he said.

And the lessons continue.

“She’s currently teaching me how to fix my car a little bit because I need maintenance a little bit,” he said. “So she’s been helping me with that little stuff like oil changes and window wiper fluid, just little stuff to build my knowledge.”

When he’s not in class, he’s working at a popular chicken franchise, where he says he “built a family.”

“I like being at work, especially the money. So it’s like, it’s a win-win situation,” he said.

A Future in the Trades, Inspired by Family

Now that he has graduated, he is excited to learn even more, this time in the real-world General Laborer program.

“I’m most excited about meeting mentors—people I can look up to, ask questions, gain knowledge,” he said. “I love listening, hearing people’s problems, taking stuff head-on.”

Shelby hopes to follow his mother’s footsteps and become a journeyman for the city, eventually gaining the respect and responsibility that come with learning a skilled trade.

“I really want to take up my mom’s legacy,” he said, “I really look up to her, and I want to gain what she gained.”

“I want people to acknowledge that I work for the city, and I’m a laborer.”

Before he starts his next chapter, Shelby recalled the most valuable lesson he’s learned so far: a trait that will undoubtedly help him in this next phase.

“The biggest lesson for me is to always keep going and just listen. Don’t try to take stuff head-on,” he said, “Listen to what people have to tell you.”

“Once you know how to communicate and you know how to listen, I feel like you’re your best version because you’re teachable and you can learn.”

Tickets for Pope Leo XIV at Sox Park

Our District Council has purchased tickets for members and their families to attend the Mass for Pope Leo XIV at Rate Field (Sox Park).

The Pope, a lifelong White Sox fan and South Side native, will offer a special video message to the young people of the world at the event, with the Chicago faithful being the first to see it, the archdiocese said.

There will also be celebration, prayer and music and Cardinal Blase Cupich will be in attendance.

Local 1001 has been allotted 100 tickets. If you would like tickets, please contact your Business Agent, or call the hall to reserve them. There’s a limit of five per family until we make sure there are enough to go around. First come first served. We will contact you with a place and time to pick up the tickets.

Gates open at 12:30 p.m., the program begins at 2:30 p.m. and the mass begins at 4 p.m. on Saturday, June 14.

Parking is only $5 at the field.

  • Inspects condition of reported vehicles, chalks tires and places notification stickers on vehicles deemed abandoned or hazardous notifying owners that vehicle will be towed within a specified period of time
  • Contracts office personnel to check information on vehicles suspected as stolen and receives verification
  • Identifies and enforces parking restrictions on streets during the course of field investigations, special events and/or for the overnight parking ban program (e.g., preparing vehicle tow reports, working with tow truck drivers to coordinate vehicle tows and coordinating the relocation of vehicles on streets during emergency snow removal or other emergencies) to enforce parking/tow zone restrictions
  • Drives a city vehicle to inspect identified areas in response to sanitation complaints, service requests, to assess extent of sanitation problems, and to locate abandoned or hazardous vehicles
  • Makes determination if vehicles can be classified as abandoned or hazardous
  • Writes notices and citations for applicable violation (e.g., rodent abatement, sanitation and parking violations)
  • Maintains and updates handheld mobile device and investigation findings
  • Re-inspects unresolved or repeat violators to ensure violations are rectified
  • Assists the Sanitation Division with daily operations as needed
  • Prepares daily work reports and maintains records of work activities

  • Conduct inspections in an effective and efficient manner.
  • Maintain field notes, inspection logs, and mileage sheets; comply with accountability measures including device tracking

Under supervision, directs and coordinates the work of Foremen and work crews, engaged in a variety of labor and maintenance functions, building maintenance or grounds keeping work activities, and performs related duties as required.

ESSENTIAL DUTIES: Directs large scale work operations relating to building and grounds maintenance at an international airport site, overseeing staff performing labor tasks including maintaining airfields, grass cutting, snow and ice removal, refuse collection, and moving, loading and unloading supplies, furniture and equipment. Plans, schedules, and executes work projects in coordination with management personnel to meet department’s objectives, priorities and performance measures; prepares work schedules for a large labor staff, ensuring the effective and efficient utilization of manpower including but not limited to the scheduling for snow events, special events, etc. as needed and directed. Authorizes and approves the requisitioning of work materials, supplies and equipment to complete work projects. Enforces safety requirements, inspecting work sites to ensure work crews follow established safety procedures and practices; works with Foremen to ensure work procedures and practices are in compliance with departmental, federal and state safety standards and regulations. Responds to major incidents or problems at work sites, coordinating work efforts with Foremen to ensure timely resolution of problems and minimal delay of work progress. Works with management in developing and establishing performance measures, productivity and quality work standards. Monitors and evaluates work performance of subordinate staff and prepares performance appraisals. Attends disciplinary hearings for staff; initiates and enforces disciplinary actions as required; responds to and resolves work related conflicts or problems with staff; enforces personnel rules. Prepares various management reports on unit’s work activities and accomplishments. Performs other related duties as required.

MDW specific duties: The General Foreman of Laborers oversees foremen by assigning tasks, supervising the workforce, and ensuring projects stay on schedule. They coordinate schedules, equipment and supplies, and enforce safety protocols. Additionally, they respond to incidents, monitor work performance, and document progress, incidents, and labor usage for management reports. The General Foreman also addresses conflicts, participates in disciplinary actions, and leads briefings to align teams with goals. Adapting to changes and ensuring a safe, productive work environment are key aspects of their role.
