Under general supervision, functions as a working supervisor over work crews, overseeing and supervising Concrete Laborers performing skilled manual work of a physical nature at assigned work sites, and performs related duties as required. Positions are allocated primarily to the Departments of Transportation 

ESSENTIAL DUTIES 

  • • Supervises concrete construction crews making daily work assignments, ensures work crews are properly staffed and prioritizes work orders based on available manpower, daily work orders and planned work objectives 
  • • Prioritizes work order requests (such as estimating cost and time to complete work, scheduling and distributing work and equipment) and makes required re-assignment to ensure management directives are carried out and operational needs are met 
  • • Prepares and maintains records (such as work complete, time spent per project, cost and materials used) 
  • • Monitors work in progress, enforcing operating work procedures and ensuring staff compliance with established work safety rules, practices and requirements 
  • • Responds to and resolves problems at work sites relating to personnel, equipment, performance issues and other factors impacting of crew productivity 
  • • Provides safety instruction to staff to minimize employee accidents and to promote a safe work environment; reviews incidents of accidents and injuries and prepares reports 
  • • Provides suggestions and estimates to engineers for project planning through the interpretation of blue prints, sketches, and written or verbal instructions 
  • • Approves time off requests; monitors performance and conducts performance evaluations; and initiates and enforces disciplinary actions 
  • • Prepares productivity reports, operational reports and related reports

This position requires applicants to successfully pass a skills assessment test and complete an interview. Test results will be sent out by the Department of Human Resources after test results have been compiled and analyzed. Applicants who receive a passing score on the test will be selected to interview. The interviewed candidate(s) receiving a passing score on the test and possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral interview and written exercise, will be selected for hire.

Today the City has agreed to honor our request therefore Juneteenth which falls on a Sunday this year will be observed, for employees who’s work day does not include Sunday, on Monday June 20th.

Each year as April turns to May, we commemorate Workers Memorial Day in the U.S. and the National Day of Mourning in Canada, followed by May Day. We remember those killed, injured and sickened on the job so their names and memories are not forgotten and their sacrifices may help highlight the importance of improving job site safety. And we salute those who gave their lives more than a century ago during the May Day struggles for fundamental respect and rights for working people.

In addition to the thousands of workers who have been victims of hazards, 1 million Americans and Canadians have now perished due to COVID-19, many of whom contracted the disease in the workplace. All too often working men and women have been exposed to unnecessary hazards and told that is the price of having a job. And, all too often, workers have been told to take it or leave it and are denied basic rights, including the right to join together in a union.

The strongest weapon against dangerous jobs and repression of rights has always been our union cards. When we are united, we are strong and proud, we have the power not to take it and not to leave it – and we are victorious.

On this Workers Memorial Day and on May Day, let us unite anew to strengthen our union and win the struggle for safer jobs, for workers’ rights, for civil rights and for human rights. Let us fight for the day when every job is a safe job and every worker has undeniable basic rights and freedoms.

Follow Up to City’s Ending Paid COVID Time.

As you may recall on March 31, 2022 the City of Chicago cancelled their Employee COVID Sick Leave Policy which basically put all our members out in the cold as far as being paid if they were ordered into quarantine and or contracted COVID themselves. You may also recall that Local 1001 went public with their disgust for this cold and heartless treatment of our members, especially since our members have been on the frontlines day in and day out since the pandemic began.

We have had numerous uncomfortable conversations with the City about their decision to end this policy and we are happy to inform our membership that today we received notice that the Employee Sick Leave Policy Addendum dated January 22, 2022 will be extended to January 15, 2023. In addition the policy is retroactive to April 1, 2022.

We know it has been difficult dealing with not only the threat of COVID and the circumstances that have come with the pandemic since 2020 but we have and we will continue to stand with you to make sure you are treated with the care and respect that you, our members, deserve.

  • Issue and cancel Notice to Airman (NOTAMS) to provide current information on aviation and airfield conditions including the opening and closing of runways to FAA air traffic control.
  • Monitor weather service reports, check surface conditions and temperatures and advise city personnel, contractors and other aviation personnel of weather conditions.
  • Assist senior level Airport Operations Supervisors II in implementing procedures to control access and movement of personnel on the airfield, closing and opening runways and other airfield areas, and approving proper placement of barricades.
  • Act as a liaison to the FAA, airport administration and the operations tower, monitoring and directing the reporting and dissemination of information relating to construction work, emergency situations and other incidents affecting aircraft movement and field conditions.
  • Assist in providing appropriate level of response in emergency situations including monitoring responders, taking actions to ensure operational integrity of airfield and maintaining communications with airport management and the operations tower.
  • Respond to inquiries regarding the status of airfield facilities and maintenance issues.
  • Coordinate snow removal operations on the airfield and conduct runway and taxiway assessments after cleaning procedures.
  • Take appropriate action to clear aircraft operating areas and airfield of wildlife hazards.

Qualifications

 MINIMUM QUALFICATIONS:  Two years of airfield operations work experience, or an equivalent combination of education, training, and experience. A valid State of Illinois driver’s license is required. Must obtain airfield certification within six months of hire.

Work environment requires the ability to operate an SUV and truck and requires the ability to climb two flights of stairs through a narrow passageway. Some lifting (up to 25 pounds) is required.

NOTE:  This position requires the selected incumbent to be available nights, weekends, and holidays based on operational needs. In addition, outside work/inspection is required with possible exposure to fumes, dust, noise, and work in all weather conditions.

NOTE: The candidates selected for hire must pass an airport background check and a Security Threat Assessment.

The City of Chicago Ends Paid Time Off for Employees With or Exposed to COVID

The statement below is directly from the email notice sent to all City Unions today.

The purpose of this email is to remind you, our Union representatives, that the Sick Leave Policy Addendum expires on March 31, 2022, as expressly stated in the City of Chicago COVID-19 Vaccination Policy.  After March 31, 2022, paid time off for COVID-19 is no longer available.  Employees unable to work will need to use existing benefit time, apply for a leave of absence, apply for FMLA, or return to work if able.

According to the New York Times we may be in the midst of a possible surge of the virus  “…. a highly transmissible subvariant of omicron has become the dominant strain of the coronavirus in the U.S.
Many health experts warn the nation is unprepared for another wave of infections, partly because there is a lack of federal funds for testing and treatments. 
…the so-called stealth omicron, known officially as BA.2, now accounted for 55% of new cases reported in the U.S. in the week ending Saturday. The subvariant fueled a surge in cases in Europe.

Yet the City in its infinite wisdom has cancelled paid time off for those who may be directly exposed or have contracted the virus that they, seem so obsessed with, until now. Now it’s OK to come to work sick or don’t get paid! We have all seen the memo’s which say the exact opposite, but now that they have used and drained our members who have worked every day since the Pandemic began over 24 months ago, they no longer care if you are sick, just come to work or go broke, your choice. That’s a great way to treat the men and women who kept this city clean and running through this entire ordeal. Great respect for your employees, City of Chicago. You should all be ashamed of yourselves, this was never about safety, the bottom line is it’s about MONEY. This is a giant knife in the back of every employee of the City of Chicago.

The City of Chicago has partnered with the Water Pipe Extension, Bureau of Engineering Laborers’ Local 1092 to establish a training program that combines 360 hours of class room training and instruction with 3,800 hours of paid on-the-job training (OJT) and work experience.

Positions attend classroom instruction through the Chicagoland Laborers Training and Apprentice Center, and are not paid by the City for the hours of classroom instruction.

Upon successful completion of the training program, positions are awarded a certificate of completion of the Laborers’ Training Program by LiUNA Local Union 1092. A subcommittee of representatives from Local 1092 and city departments overseeing the training program will certify the completion of all program requirements for each position.

DUTIES:

  • Under immediate supervision, receives on the job training and is assigned tasks that will increase his/her knowledge and skills of construction laborer duties.
  • Performs unskilled, physically demanding labor at construction, maintenance, and repair project sites of public facilities or in the public way including streets and roadways, water distribution structures, sewer/drainage structures, bridges, and viaducts.
  • Complete 360 hour formal training program of classroom instruction.
  • Complete 3,800 hours of paid on-the-job training (OJT) under the guidance and direction of a Construction Laborer.
  • Learn how to safely prepare work sites, digging and backfilling trenches and tunnel and shaft excavations.
  • Learn how to safely remove dirt and clear obstructions from around work areas (e.g. catch basins, valve basins, water and electrical vaults, manholes).
  • Learn how to safely set braces and shoring equipment and drive sheeting to support the sides of excavations and prevent cave-ins.
  • Learn how to safely dismantle concrete and masonry retaining and bearing walls.
  • Learn how to safely operate and maintain pneumatic tools (e.g. jack hammers, concrete/pavement breakers, sandblasters, clay spades) in the performance of tasks including breaking out old pavement, curbs and gutters.
  • Learn how to safely use hand tools (e.g. shovels, picks, sledgehammers) in the performance of tasks including removing rock in underground tunnels.
  • Apply knowledge obtained through class room instruction including safety procedures and practices for trenching and excavation; pipe laying; concrete placement and mason tending..
  • Apply skills obtained through classroom instruction including the safe and proper use of pneumatic tools; the building and dismantling of scaffolds; and the safe and proper operation of various construction equipment.
  • Assist Construction Laborers in performance of laborer tasks including loading and unloading materials and equipment from trucks, lifting and placing materials (e.g. pipes, valves, castings) into trenches using pipe sticks, ropes and dollies, and setting up barricades, safety cones, and street plates around work sites.
  • Assist skilled trades workers in readying and supplying needed tools, equipment and materials.
  • Performs related duties as required.

Trims and cuts down trees and shrubs; works from a bucket truck to reach and remove selected limbs using powers saws or pruners. Responds to clean up requests from vehicle accidents, sets up barricades, puts down oil and picks up debris; delivers and sets up barricades to designated sites. Raises and lowers all CDA controlled American, State, County and City flags located throughout the airport. Perform minor cold patch repair on taxiways and runways as needed.

Inside Terminal / Secured/ Non-Secured Areas

Loads and unloads supply trucks with office supplies, janitorial supplies, salt bags, trades materials and other equipment and supplies and delivers to various facilities and storerooms throughout the airport. Cleans up, removes debris and disposes of bulk items from terminal areas, basements and tunnels; cleans pedestrian stairwells in parking garages and checks for light outages. Moves furniture and office equipment to various areas in the airport; moves bench seating in terminals; sets up cots for stranded passengers. Delivers, sets-up and removes platforms, tables, chairs and decorations for special events/holidays. Works the mail run, delivering and picking up mail and packages between airports, city departments and other facilities. Performs other related duties as required.

Guidance for providing no-cost, at home COVID-19 antigen tests.

Use your City of Chicago pharmacy benefit to obtain at-home COVID-19 test kits without a prescription

 On January 10, 2022, the Biden administration finalized guidance for providing no-cost, at-home COVID-19 antigen tests through commercial and employer-offered health insurance plans. Covered individuals can receive up to 8 tests per 30 calendar days. The test maximum does not include any PCR tests ordered or administered by a health care professional.

City of Chicago employees and their covered dependents, who are enrolled in health benefits, will be able to obtain at-home tests through their CVS Caremark prescription drug benefit. Members have two coverage options:

  • Show your CVS Caremark ID card at any in-network pharmacy counter (CVS, Walgreens, and most other pharmacies): Members will pay $0 for at-home COVID-19 antigen tests at any in-network pharmacy that has COVID-19 antigen tests available for purchase.
  • Reimbursement for tests purchased starting January 15, 2022: Members may upload a copy of their receipt to Caremark.com to submit for reimbursement or submit a paper claim.

Members will be reimbursed no less than the actual price, or $12 per test (whichever is lower).

Members are required to submit their demographics, the number of tests, the type of test purchased, where it was purchased from, and a copy of the purchase receipt dated from Jan 15, 2022 onwards, and attest that the OTC kit is for personal use.

At this time, CVS Caremark will not be offering mail-order COVID-19 tests as part of the Mail Order pharmacy benefits.

As we observe the national holiday honoring the legacy of Dr. Martin Luther King Jr., it is clear that in order to realize his dream of an America free of the scourge of racism and extremism, we must continue the work he began. We must fight for the world he envisioned, in which people are measured only by their character and by their actions.

As united trade unionists, we are at the forefront of the work that must be done. Dr. King, who saw labor unions as a key to achieving a more just society, said, “The labor movement was the principal force that transformed misery and despair into hope and progress.” I share his conviction. We must make our unions bigger, stronger and more active, so the uplifting and equalizing power of collective bargaining contracts are available to all. We must speak out forcefully and unequivocally against bias, bigotry and racism whether it is in our community or in our halls of power, from statehouses to the Halls of Congress and the White House.

We can make Dr. King’s dream real so that every American, regardless of religion, ethnicity, gender, wealth or the lack of it, has equal rights and equal opportunity including our sacred right to vote which must be accessible to all. But we have to act to achieve his dream.

  • Conducts field inspections of construction, demolition, and excavation sites requiring a detailed knowledge of City codes to ensure the placement of proper barricades and signs for the safety of vehicular and pedestrian traffic
  • Inspects construction staging areas to ensure compliance with relevant regulations (e.g., checking permits, confirming compliance of safety buffer zones with City ordinances)
  • Inspects work sites to ensure the public way is safe and clear of obstructions and issues tickets for violations observed
  • Inspects the public way in response to complaints from residents, aldermanic offices, and other departments regarding traffic impediments resulting from construction activity
  • Interprets applicable city codes and ordinances to contractors and complaints
  • Re-inspects problem areas to verify that ticketed violations have been corrected
  • Conducts traffic surveys to identify current conditions (e.g., traffic capacity, parking restrictions) in connection with traffic engineering, traffic control, and parking studies
  • Collects field information including the location traffic signs and markings and the direction and volume of traffic flow for use in determining the need for traffic signs
  • Reviews field notes on current conditions and traffic accident data to recommend the removal or replacement of worn or damaged traffic signs
  • Prepares work orders to replace worn or damaged traffic signs, pavement markings, and guardrails
  • Prepares field sketches and charts to illustrate construction, current traffic conditions, and activities to support other survey data
  • Maintains daily activity reports

COVID Policy Arbitration Decision

As most of you may know by now your Union, LiUNA Local 1001 along with a host of other Unions have been diligently fighting for you to retain the testing option component of the City of Chicago COVID Policy that went into effect on October 15, 2021.

After all of us, except Police, were denied a Temporary Restraining Order by the Court we proceeded to present our case, along with the other Unions, to arbitration.

This afternoon the Arbitrator for those cases rendered his decision.

In that decision he ruled that those who are still unvaccinated must have their first shot no later than December 31, 2021. That in essence gives you the option of which brand or COVID Vaccine you may choose. You must then receive your second shot no later than January 31, 2022. If you follow these timelines you will be considered in compliance with the City policy and will NOT be placed in unpaid status.

If you have submitted a exemption request by December 8, 2021 and have not received a response from the City by December 31, 2021 you will be excused until you receive your result, if you are denied the exemption after December 31, 2021 you will be given six weeks from the date of denial to comply with the vaccination requirements.

All other City Policy guidelines remain in effect, which means if you cannot show proof of at least your first shot by December 31, 2021 you may be placed in non-pay status until you come into full compliance, which is 14 days after your last shot.

This is not the outcome we were hoping for, unfortunately the Arbitrator ruled that the City has the right to implement their COVID Policy, for the most part, and that they did not violate any of the Collective Bargaining Agreements by doing so.

We understand that some of you will be facing a very difficult decision in the next several days and we will respect your decision and only wish it could have been an easier one for all.

  • Reviews edits on the CATA system made by field editors to ensure proper coding and updating of records for hours not worked, vacation time used, acting up pay adjustments and missed swipes
  • Updates CATA records to reflect time off actions including furloughs, suspensions and sick time, and overtime hours worked based on edit forms and time off requests submitted by field editors
  • Provides training and guidance to field editors on navigating the CATA system and the proper editing and coding of time records in compliance with City and union bargaining unit pay requirements
  • Reviews payroll registers for accuracy against CATA records and ensures that payroll actions including pay rate changes and deductions are properly recorded
  • Applies established procedures and makes appropriate calculations to adjust payrolls and resolves errors and discrepancies in employees’ paychecks
  • Responds to payroll inquiries from employees regarding hours paid, deductions, vacation and time off balances
  • Reviews time and payroll records and makes payroll adjustments to resolve errors and discrepancies
  • Provides orientation to new employees on use of CATA system and department’s time and attendance rules
  • Explains and interprets union contract provisions relating to pay and overtime rates and city policies on time off including docks, suspensions and furloughs
  • Generates various reports using the CATA system
  • Advises supervisors of noted irregularities, patterns of missed swipes or suspected misuse of the CATA system by employees

Lee Memorial Scholarships to high school seniors, five to the winners of the Academic Competition, and five to the winners of the Random Drawing. The scholarships, valued at $2,000 each, may be used at any accredited college or university in the United States.

COVID COURT CASE UPDATE

November 24, 2021

Dear Brothers and Sisters,

Since our last update and after our General Membership meeting on Sunday there have been some developments in our case against the City of Chicago on their COVID Policy.

As most of you already know we filed grievances, and worked our way through the Circuit Court system to try and have a judge grant us a TRO, Temporary Restraining Order, and Preliminary Injunction in Aid of Arbitration, to stop the City from further imposing their COVID policy and changes to their Sick Leave Addendum that was issued in March until we can have our case heard in arbitration.

We petitioned the Court to have our requests assigned to Judge Mitchell, the Judge in the FOP case, unfortunately that was denied. We were then assigned to Judge Horan, the Judge who ruled against the FOP in another case, so we asked for another Judge, which was Judge Conlon, she recused herself because of a possible conflict of interest and we finally ended up in front of Judge Cohen this past Friday morning. Our case was presented to him on Monday afternoon. On Tuesday we received information that the Fire Fighters Union, who filed very similar requests, were denied.

This morning we received Judge Cohen’s order and we, along with the other 22 Unions, were denied our motion for Temporary Restraining Order and Preliminary Injunction in Aid of Arbitration.

What that essentially means now is that we will proceed with the arbitration without the Court’s protection of the City implementing the December 31, 2021 vaccination or leave date.

Our attorney’s will be asking the arbitrator to freeze that date until he does rule on the case but again there is no guarantee he will do so. Regardless, we are going to arbitration and we are going to present the best case possible and will not be forced into a rushed arbitration in order to meet the City’s agenda.

As arbitration dates and more information becomes available, we will share it with everyone.

We have posted a copy of Judge Cohen’s order on our app if you care to read it. Now more than ever all of us, vaxed or not, need to stand together and support each other in what looks to be a very long and trying end to 2021.
